Ms. Modlin is a project comptroller with nearly twenty years of professional experience. She holds an executive MBA with an emphasis in leadership and a background in finance. Her project experience includes solid waste program optimization, rate making, routing optimization, scenario analysis, carbon sequestration, deep well injection, remediation, utility analysis and a myriad of financial and cost-benefit analyses. Specializing in budgetary controls as well as agile project management, she holds a professional SCRUM certification. Areas of expertise include project coordination, fiscal and budgetary management, logistical and operational planning, and negotiation.
